The Kisumu County Public Service Board in collaboration with ICAP Kenya Program, for the purpose of supporting and strengthening HIV/AIDS Services at Jaramogi Oginga Odinga and Referral Hospital (JOOTRH), is pleased to invite applications from suitably qualified, motivated, and pro-active individuals to fill the following vacancies in the MOH/ICAP Program.
- HTS COUNSELLOR – V/NO.KCPSB/ICAP/01/12/2020 NUMBER OF VACANCIES: 4
Purpose: To provide HIV testing services to patients and clients seeking services at JOOTRH using provider-initiated testing and counselling (PITC), voluntary counselling and testing (VCT), targeted family and partner testing/Partner notification services (PNS) and other novel HTS
approaches.
Supervision: S/he will work directly with CCC In-charge and ICAP Prevention Technical Advisor.
Location: Jaramogi Oginga Odinga Teaching and Referral Hospital (JOOTRH)
Contract duration: 9 months
Gross Remuneration: Ksh. 32,930 per month
For appointment to this position, a candidate must have:
▪ A certificate in guidance and counselling, health-related or social science field. A diploma holder will have an added advantage.
▪ Be certified by NASCOP as an HTS Counsellor.
▪ Work experience as an HTS Counsellor with ICAP or a similar health setting is an added advantage.
▪ Be self-motivated.
▪ Have good interpersonal and communication skills (both verbal and written)
▪ Ability to work under pressure with minimal supervision.
Duties and responsibilities:
▪ Create awareness and provide education about the existence of HIV testing services.
▪Lead in mobilization of clients for HTS.
▪Provide pre/post-test HIV counselling ensuring that clients understand risk factors,
prevention methods and other relevant issues.
▪Provide confidential HIV testing to clients, as per national HTS guidelines.
▪Link HIV-positive clients for HIV care services.
▪Follow up eligible PNS contacts for HIV testing and linkage.
▪Provide on-going counselling and make relevant referrals for on-going support.
▪Ensure quality of HTS services at all times.
▪Document and maintain accurate HTS records including referrals and report on referral
outcomes.
▪Compile and submit HTS reports on a weekly, monthly and quarterly basis to the supervisor.
▪Timely request for all the necessary consumables for undertaking HTS activities.
▪Participate in HTS QA activities like PT, counselling, supervision etc.
▪Ensure HTS Optimization in the facility.
Perform any other duties as directed by the supervisor.
- PHARMACEUTICAL TECHNOLOGIST – V/NO.KCPSB/ICAP/02/12/2020
NUMBER OF VACANCIES: 1
Purpose: To provide pharmaceutical services at JOOTRH.
Supervision: S/he will work directly with the Pharmacy In-charge and ICAP Care and Treatment Technical Advisor.
Location: Jaramogi Oginga Odinga Teaching and Referral Hospital (JOOTRH)
Contract Duration: 9 months
Gross Remuneration: Kshs. 55,870 per month
For appointment to this position, a candidate must:
▪Diploma in Pharmaceutical Technologist from a recognized institution.
▪Must be registered with the Kenya Poisons Board and other relevant registration bodies.
▪Good interpersonal skills, very flexible and a team player.
▪Knowledge, understanding and experience in HIV care and treatment is essential.
▪Must be honest and reliable.
▪Must be flexible, a team player and willing to work long hours and alternating shifts.
▪Strong interpersonal and communication skills are required.
Duties and responsibilities:
▪ Dispensing antiretroviral drugs and other medication to PSC clients observing good dispensing practices.
▪ Identification, appropriate management of adverse drug reactions and poor-quality drugs
▪ Real-time updating and maintenance of the electronic dispensing tool (ADT)
▪ Prepare monthly ARV consumption and patient summary report/orders.
▪ Prepare monthly opportunistic infection drug consumption and patient summary report/orders.
▪ Maintain and ensure security of PSC pharmacy keys.
▪ Ensure PSC pharmacy is clean, orderly, and neatly arranged.
▪ Ensure CCC records are accurate, precise, and secure.
▪ Maintain buffer stocks for ARV’s and OI drugs.
▪ Ensure patient waiting time is observed as per the facility’s client’s service charter.
▪ Supervision of students attached to the PSC Pharmacy.

- REGISTERED CLINICAL OFFICER– V/NO.KCPSB/ICAP/03/12/2020

Purpose: To provide clinical services for HIV clients at JOOTRH.
Supervision: S/he will work directly with the CCC In-charge and ICAP Care & Treatment Technical Advisor.
Location: Jaramogi Oginga Odinga Teaching and Referral Hospital (JOOTRH)
Contract Duration: 9 months
Gross Remuneration: Kshs. 66,950 per month
For appointment to this position, a candidate must;
▪ Be a Registered Clinical Officer with Diploma Certificate in Clinical Medicine.
▪ Training in Advanced HIV Care and Treatment would be an added advantage.
▪ Have at least two years’ experience in HIC care and treatment.
▪ Be a registered member of a relevant board/body.
▪ Have good interpersonal skills, be flexible and a team player.
Duties and responsibilities:
▪ Provide HIV Clinical services in line with the National guidelines.
Implement the minimum package of TB/HIV care in line with the National guidelines.
▪Support and strengthen high viral load management system to ensure clients high VL results flagged for appropriate interventions.
▪Routinely conduct client assessment and categorization for DSD models.
▪Support implementation of Operation Triple Zero (OTZ) CLUBS, Orphans and Vulnerable Children (OVC) services, PAMA care, and other support services by ensuring eligible clients are flagged, referred, and enrolled appropriately.
▪Participate in weekly multi-disciplinary team meetings (MDTs) to discuss complicated cases.
▪Participate in monthly continuous medical education (CMEs)
▪Ensure accurate and complete documentation of clinical data in Electronic Medical Records (EMR)
▪Track individual performance on the priority indicators for HIV care and Treatment.
▪Participate in Quality Improvement (QI) activities at the CCC.

- REGISTERED NURSE – V/NO.KCPSB/ICAP/04/12/2020 NUMBER OF VACANCIES: 5
Purpose: To provide adherence and psychosocial support services to HIV clients at JOOTRH.
Supervision: S/he will work directly with the CCC In-charge and ICAP Care & Treatment Technical Advisor.
Location: Jaramogi Oginga Odinga Teaching and Referral Hospital (JOOTRH)
Contract Duration: 9 months
Gross Remuneration: Kshs. 61,950 per month
For appointment to this position, a candidate must;
▪ Be a Registered nurse with a Diploma certificate in relevant field.
▪ Must be registered with the relevant board/body.
▪ The nurse should have HIV/AIDS management skills.

Duties and responsibilities:
▪ Conduct triage and vital signs assessments.
▪ Perform treatment preparation counselling including treatment literacy classes for new clients.
▪ Conduct routine assessment for cervical cancer, PwP and pregnancy intention.
▪ Provide routine adherence and psychosocial support counselling.
▪ Attend monthly meetings for psychosocial support groups: pediatrics, adolescents,
discordant and PMTCT.
▪ Attend support group meetings to give technical support for technical psychosocial issues to Peer educators.

- COMMUNITY RETENTION TRACERS – V/NO.KCPSB/ICAP/05/12/2020

Overall Job Description
The Community Retention Tracer is responsible for physical default tracing of clients who miss their appointments or become lost to follow up from care at Jaramogi Oginga Odinga Referral and Teaching Hospital
Duties and Responsibilities:
▪ Personally perform physical default tracing of clients who default from care
▪ Support other community health workers to perform physical default tracing of clients who default from care
▪ Actively support client categorization, risk assessment and fully implement Case management for individual clients on ART and perform treatment preparation counselling including treatment literacy classes
▪ Support planning, implementation and evaluation, defaulter identification and pro-active tracking systems including community tracing of defaulters and lost to follow up clients
▪ Oversee planning, initiation and implementation of psychosocial support systems.
▪ Perform routine adherence counselling to ensure viral suppression for clients in standard and differentiated models of care
▪ Support and Strengthen high viral load management system to ensure no missed opportunities in providing timely key interventions to clients with high viral load
▪ Support and Strengthen Special clinic for high viral load supported with a High viral load
▪ Support groups and provide intensified support to clients with a high viral load >1,000
▪ Support children and adolescents enrolment and implementation of adherence support services for those struggling with adherence through Operation Triple Zero (OTZ) clubs, PAMA care and other support services
▪ In liaison with the Ministry of Health, participate in activities that lead to strengthened linkages between the health facility and the community.
Implement evidence-based techniques and strategies to ensure quality programming in adherence and psychosocial and prevention activities under direction of the care and treatment advisor
▪ Implement Quality Improvement Challenges in Retention and Suppression
