Honourable Stephen Ouma Owiti is a former Member of the County Assembly of Kisumu, and former Chairperson of the County Assembly Budget and Appropriations Committee.

Hon. Owiti has previously served as a senior accountant in various local authorities including Migori, Ugunga and Kisumu Municipal Councils as they were then. In Migori and Ugunja, he served as Deputy Treasurer of the Municipalities.
