Kisumu County is taking a significant step towards ensuring the well-being of children with disabilities in times of crisis. The county is implementing a two-year program, the Humanitarian Inclusivity Program (HIP), funded by the Innovation Norway and implemented by UNICEF.
This initiative aims to bridge the gap in data, systems, and support for children with disabilities and their families during humanitarian emergencies. The ultimate goal is to establish a comprehensive approach to humanitarian response that prioritizes the specific needs of this vulnerable population.
Building a More Inclusive Response
The HIP project will focus on collecting vital data on children with disabilities. This data will be instrumental in creating more effective assessment processes and informing the development of inclusive national humanitarian response plans.
A recent conceptual workshop, officially opened by the Governor’s Advisor on Disability Matters, Ms. Carolyn Agwanda, brought together national and county government officials, along with partnering organizations. The workshop participants gained a clear understanding of the project’s objective: to ensure children with disabilities have timely access to essential products and services during humanitarian crises.
UNICEF Leads the Way
Ms. Susan Momanyi, UNICEF’s Social Policy Specialist and project lead, outlined the program’s goals, which include finalizing data collection tools and conducting field assessments. The project has already begun with UNICEF youth advocates under the Yunitokers program visiting households with children with disabilities in Nyalenda A & B and Nyando sub-county to interview caregivers.
Collaboration is Key
The HIP will involve key informant interviews, focused group discussions, and the development of a comprehensive work plan with clear roles and responsibilities for all implementing partners. The project will also prioritize addressing information gaps and building the capacity of stakeholders involved in disability certification for schools.
Kisumu County’s commitment to the HIP program is a positive shift towards inclusive humanitarian response. By prioritizing the needs of children with disabilities, the county is paving the way for a more just and equitable future for all.
