Training Workshop Conducted on Monitoring and Evaluation for Climate Change Adaptation Projects in Kisumu

The County Climate Change Directorate in close collaboration with Friedrich Ebert Stiftung (FES) organized a two-day training workshop on Result-Based Monitoring and Evaluation (M&E) from the 20th to 21st of August, 2024 at the Sarova Hotel in Kisumu.

The ultimate objective of the training workshop was to keep the trainees abreast of the FLLOCA County Adaptation Plan readiness project’s implementation status, enhance understanding of the key principles  and concepts of  Monitoring and Evaluation, build synergy among sectors supported by FLLOCA including Agriculture, Water, environment, infrastructure, effective reporting of FLLOCA activities as well as to develop knowledge and skills on ways of designing and implementing M&E plan, logical frameworks, monitor of results and reporting.

The Workshop brought together County focal point officers largely project planners and experts drawn from the various departments and partners from nongovernmental organizations and relevant state officers including the Kenya Meteorological Department, NEMA.

The training workshop was officially opened by CEC member Madam Judith Oluoch who is also acting for the Department of Water Environment and Climate Change. The CEC member encouraged the team to ensure bankable project proposals meant to back up the county’s climate change initiatives. She also urged the CCCPC team to make use of the FLOCCA operations manual for effective performance.

In his opening remarks, the incoming Chief officer for Water, Environment and Climate change. Mr. Erick Ogallo hailed FES for organizing such an important training platform and called upon the participants to actively participate and live up to their expectations. Mr. Ogallo also joined the training as his first assignment in the department noting that he expects to engage with the stakeholders and learn more about climate change and in particular the FLLOCA project.

Ms. Vivianne Kigondu reiterated that FES will remain committed to supporting the county government in building a climate-resilient community.

Mr. Evans Gichana, the director of climate change, provided highlights on the background of the project and also unveiled the ultimate objectives of the training workshop. The director also briefed the participants on the founding goal and thematic areas and their notable contribution to the formulation and development of adaptation plans which he said will enable the county to pursue a green growth pathway.

Another presentation was made on the Monitoring and Evaluation (M&E) framework core indicators for the key Sectors and project identification by Director  Baridi Manyasi. He further stated that the M&E core indicators framework comprises the objective of the project, inputs, activity Outcome Indicators and impact of the project. 

Mr. Baridi also pointed out baseline targets and data collection to align with FLOCCA and endorsement of the core indicators by the key sectors during the steering committee meetings.

The M & E framework is instrumental in strengthening the existing system and enhancing the implementing capacity by revisiting the core indicators and key principles to be used as a basis for reporting climate change in alignment with the county climate smart goals and targets for the FLLOCA project. 

The session also involved group discussions and presentations on project planning activities covering the various sectors including Agriculture, Energy, Water, Environment and infrastructure and designing workplans for the planned projects.

The training, was given on an interactive and participatory fashion and covered key thematic areas including concepts of Monitoring and Evaluation, project identification, Grievances and redress mechanism (GRM), Monitoring of Results and Evaluation Outcomes and Integration of adaptation plans priorities in the county M & E reporting system.
