Kisumu Governor Prof. Anyang’ Nyong’o has today signed into law the Kisumu County Cess Bill, 2024, officially enacting a new framework to levy and manage cess collected from agricultural produce.
The law empowers the Kisumu county to collect revenue at designated points such as markets, buying centers, and processing plants.
The funds will be directed toward infrastructure upgrades in farming areas, especially rural access roads and market facilities.
Governor Nyong’o hailed the signed law as a progressive piece of legislation that will enhance transparency and equity in the agricultural sector of Kisumu.
“This progressive law is designed to bring unprecedented transparency and accountability to the collection and utilization of cess revenue from our agricultural produce.” Said the governor
He further added “It’s about ensuring these vital funds are used equitably to develop our agricultural sector and empower our farmers.”

The Bill was sponsored by Hon. Regina Kizito (Nominated MCA Representing Youth) who praised the Governor’s assent as a victory for inclusive, community-focused legislation.
“Earlier today, I witnessed a proud and humbling moment as H.E. the Governor officially assented to the Kisumu County CESS Bill, a Bill I initiated with the aim of bringing transparency, accountability, and fairness in the collection and utilization of cess,” she said.
The Bill underwent extensive public participation before passing its third reading in May. It received strong backing from sugarcane-growing areas like Nyando and Muhoroni, where poor roads have long been a concern.

Deputy Speaker Hon. Nereah Okombo was also present during the signing. Kisumu county is expected to release implementation guidelines, including cess rates and enforcement timelines, in the coming weeks.
