Kisumu County Cabinet Members this morning signed performance contracts for Financial Year 2020 – 2021 to ensure that residents are provided with better and quality services at a ceremony officiated by H.E the Governor Prof. Peter Anyang’ Nyong’o.
The 2021 Financial Year Performance Contracts spearheaded by the Directorate of Performance Management anchored under the Special Delivery Unit will contribute significantly to the achievement of the National Development Agenda as outlined in the Kenya Vision 2030, the Big Four Agenda and the Governor’s Manifesto.
The signing is a fulfilment of Government’s commitment to ensure that departments are efficiently managed and are effective in delivering quality services to the public in line with the provisions of the Constitution and will help in monitoring and evaluating progress of various projects.
Speaking at the ceremony, Governor Nyong’o termed the process as a significant step in the management of service delivery in the County. He stated the signing will help in making the Cabinet Members ready to deliver in their various mandates meant to address the promises made to the people of Kisumu at election time especially those anchored in his Manifesto.
The Governor expressed that in order to improve efficiency and service delivery, there must be a system of measuring and delivering on the efficiency.
“Performance Contracting is one of the ways of realizing accountability in government and also part of a broader public sector reforms aimed at improving efficiency and effectiveness in the management of public service both at National and Sub – National levels.” He said.
He commended the officers at the Special Delivery Unit for making the contracts a reality urging them to immediately commence the Mid – Term Evaluation of the Departments as stipulated in the Council of Governors County Performance Management Framework.
The Deputy Governor Dr. Mathew Owili concurred with the Governor’s sentiments and only urging the Cabinet Members to embrace the spirit of teamwork by cascading information to the lower levels. He however challenged the officers to ensure that all procured projects are fully implemented and within the recommended time frame.
To realize the success of this noble idea, already, the Special Delivery Unit has trained all Departmental Monitoring and Evaluation focal persons, Chief Officers and Directors on Monitoring and Evaluation as well as Performance Management Contracts.
