MANDATORY REQUIREMENTS

NoRequirements
MR 1Provide documentary evidence of the company’s Certified Copy of Certificate of Incorporation/Registration (Legal structure)
MR 2Provide Certified copy of the company’s current Certificate of Tax Compliance issued by Kenya Revenue Authority (KRA) Valid at least up to the date of tender opening.
MR 3Submit a completed signed and stamped company’s profile using the Confidential Business Questionnaire provided in this tender document.
MR 4Provide Certified Form CR12 from the Registrar of Companies attained in the last 6 months
MR 5Provide signed and stamped copies of certified audited financial accounts for the company for the last three accounting years ( 2017, 2018 and 2019)
MR 6A bidder must prove competence of its key proposed staff on the proposed solution by attaching Manufacturer certifications for at least five key staff certified as installers of the proposed solution/equivalent
MR 7Provide Certified Copy of valid and Current contractor certificate/License issued by Communication Authority of Kenya (CAK) as a proof of being duly licensed by CA as an installer
MR 8Submit with tender a Bid bond of 2% of the tender sum valid for a period not less than 120 days
MR 9 Certified Copy of NCA Registration Certificate Level 6 and above- registered as an Electrical Engineering Service contractor Category for Electrical Installation , Structured cabling and computer and Computer networking Installation and CCTV Installation etc.
MR 10Certificate of Accreditation to the ICT Authority (ICTA) for infrastructure- must be valid and current
MR 11Provide Manufacturer authorization Letter for the active and passive equipment /products (switches, cameras and cables) to be supplied.
MR 12Self-Declaration stating that you have NOT been debarred by Public Procurement Regulatory Authority to participate in Public Procurement (Non-Debarment Self-Declaration Form) To indicate that the Person/Tenderer is not debarred in the Matter of the Public Procurement And Asset Disposal Act 2015 And
Self-Declaration that the Person/Tenderer will not engage in any corrupt or Fraudulent Practice
MR 13Bid Document MUST be sequentially and serially paginated in all pages including the attachments. Presentation of the entire tender document in a logical manner-indicating table of content.
MR 14Certified/Commissioned copy of power of attorney for the individual signing the bid documents
MR 15Duly signed and stamped Reference Letter from the bank recent within 6 months indicating the firm is operating an account
MR 16Certified Copy of Current Valid Single Business Permit where the business is domiciled.
MR 17Warranties: -All equipment supplied under the Systems scope, including all associated installations shall be warranted by the manufacturer against electronic failure for at least one year. A commitment letter must be attached.
MR 18Make Mandatory PRE-SITE visits to confirm and verify existing sites details before completion and submission of tender. Attach a signed and stamped Site Visit/inspection certificate. This visit will be held on 29th March 2021 at 10.00 AM. Bidders are required to sign site visits register at ICT Director’s Office, 8th Floor, Wing B, Prosperity Building

Interested eligible bidders may download the tender documents and the individual adverts at www.kisumu.go.ke and/or from IFMIS portal at   www.supplier.treasury.go.ke.

Tenderers should submit both online through the IFMIS SUPPLIER PORTAL and HARD COPY enclosed in plain sealed envelopes marked with tender reference number addressed to:

And placed in the Tender box located at Prosperity Building (former Nyanza Provincial Headquarters), Second Floor (Reception Area) so as to be received on or before Tuesday, 6th April, 2021 12:00 noon.

Bids will be opened immediately thereafter in the presence of bidders or their representatives who choose to attend with covid-19 protocol to be observed.

The should be no discrepancies between both the online and the hard copy submitted documents.
