MARWA’s Efficiency Enhanced Through Digitization.

Officials from the Netherlands’ Kingdom paid a courtesy call to Jaramogi Oginga Odinga Teaching and Referral Hospital to witness the use of digital tools in the implementation of Marwa Kisumu Solidarity Health Cover.

The CEO of JOOTRH, Dr George Rae, received Mr Steven Collete the Minister for Trade and Sustainable Development in from Netherlands and Mr Joris Bommel from the Dutch Embassy in Kenya accompanied by Ms Nicole Spieker PharmAccess CEO based in the Netherlands and Mrs Millicent Olulo, PharmAccess director for communications and Advocacy among other guests.

The delegation received an insight into the Marwa registration process which is digitally enabled. A member confirms membership through the phone. When in need of services then they give their mobile numbers and National identification cards for verification.

The delegation also was taken though the Marwa billing process and the Marwa facility dash board which displays at the press of a burton what was happening in each facility as Marwa beneficiaries’ troop in to receive services.

The dash board shows, the number of visits to a specific facility, the amount reimbursed to a facility, both approved and declined claims, as well as top ailments a facility is treating. This aid is decision making as far as procurement of pharms and non-pharms are concerned.  

The data generated then helps the Marwa facilities know what working and what is not and what need interventions and even more the specific interventions that will be solutions required.     

The data generated helps the facility make evidenced based decisions on particular matters.

Marwa uses the MTIBA digital platform, through this platform, members are able to initiate treatment by dialing 253# and feeding in their M-TIBA Pin number, the they press one which is electing treatment, they further select the clinic by entering the number till number of the facility.

They then select ‘patient’ from the list provided, confirm that the patient to be treated and authorize the treatment.

The platform is open as it enables the patients to log in and know how much money is left of their premiums and they can also stop a transaction upon notification indicating that another is using their insurance illegally.        

This visit followed the signing up of an agreement between the kingdom of Netherlands and Kisumu County to increase private sector investments as a follow on the Kisumu investments conference.

The guest also got insight into the Kisumu County Covid 19 Dx dash board that has real time data on the activities related to Covid.

The Marwa patience journey is not fully digitized, but the part that is has increased efficiency in the delivery of universal health care through Marwa that is an insurance-based Model. The digitization gaps that still exist in the implementation of Marwa are good investment opportunities.
