President William Ruto officially launched two major housing projects under the Affordable Housing Programme (AHP) in Kisumu during his visit to the County on Thursday.
The President, flanked by Kisumu Governor Prof. Anyang Nyong’o and former Prime Minister Rt. Hon. Raila Odinga presided over the launch of the completed Makasembo Phase One and the groundbreaking of the LV Marina (LV Point) housing project.
Together, these transformative developments are expected to deliver over 2,000 housing units for the residents of Kisumu.

The Makasembo AHP is a product of close collaboration between the County Government of Kisumu and the Local Authorities Pension Fund (LAPFUND) and aims to deliver 1,870 housing units accompanied by 1,784 parking spaces.
As he officially commissioned the completed Phase I of the project, the President also laid the foundation stone for Makasembo Estate Phase III.
LV Point within the LV Marina is an ambitious affordable homes project spearheaded by GulfCap Real Estate, a first of its kind,privately governed, master planned waterfront development that is set to produce 750 units for residents of Kisumu.

The President lauded Hon. Raila Odinga for his generous donation of five acres of land to facilitate the LV Marina development, describing it as a gesture of national unity and progress.
“In a remarkable gesture of leadership and goodwill, Raila Odinga has generously donated five acres to support the Affordable Housing Programme. His decision ensures that the people of Kisumu will benefit from dignified, decent, and affordable homes.” President Ruto said
The president also said the government has set aside 3.5 billion for the development of the LV Point 750 modern housing units.
The President further inspected the ongoing construction of the 2,384-unit Lumumba Estate Affordable Housing Project in Kisumu Central, a key milestone for the affordable housing agenda.
In a passionate address to residents and stakeholders in Kisumu, President Ruto also announced a KSh 1.5 billion investment to develop three new landing beaches along Lake Victoria, a strategic move to unlock the blue economy potential of the region.
President Ruto also unveiled plans to revitalize the sugar industry, a cornerstone of Nyanza’s economy. He pledged to introduce an annual bonus scheme for sugarcane farmers, replicating successful models used in the coffee and tea sectors.
In addition to boosting the housing sector, these projects are poised to create thousands of jobs, stimulate local businesses, and enhance infrastructure development in Kisumu. The ripple effects will be felt across various sectors, including construction, transport, retail, and hospitality.
